Ya. Sephiroth not only is he another anime swordsmen, but also the least deserved addition to an already represented 3rd party franchise.

Eggman totally deserved it more, considering Sonic is literally the only 3rd party character that has been in every single entry since Brawl, also one of the very first to be considered for Melee.

The fact Sonic hasn't had any representation on the roster (not even an Echo Fighter) but yet he has 2 stages is a big slap in the face to Sonic's Smash legacy.
